This is my thinking as well. This vote forces everyone in Congress to pick a side in the most public way possible.

Everyone in the country is going to need to pick a side, no exceptions.

Now as to when the hammer will fall, that I won't claim to know. But I do believe that Trump does want Congress to complete the vote.
