Check out the flag on the right. The eagle grasping arrows portion of the flag being turned to face out symbolizes a time of War.
Eagle grasping olive branch facing out means peace. Full eagle showing means we have a strong desire for peace, but are always ready for war.

Ok, I watched his neck/collar and it does look a bit hinky, but how would they get his mouth to move correctly with the wording if it's a fake?
