It's clearly a photoshopped / deep fake video. You can see his head bobbling in and out of his collar like a fucking snapchat filter.

Also think about it - why would Twitter unlock his account only for him to post one video about conceding? He's not tweeting anything else.

It seems the deep state took over his account and posted a deep fake video. If it was really Trump it wouldn't be edited like this. Really doesn't make sense.
