Can any1 explain the RED folder? What does that signify?

When I was active duty a red folder meant top secret contents, but I’ve also seen pink ones too.

I wonder if FISA stuff would be in a red folder. I keep thinking what was done on the 6th was to gain access to something at congress, through a FISA warrant when nobody was there and could stop them or destroy it.
