It means the Navy is ready to do their part. Why else would all those Carrier Battle Groups be sitting off both Coasts, Hawaii, and patrolling around China, ALL at the same time?

Don't forget, we also have one in the Med (near Italy) and another in the Persian Gulf (near Iran).

We effectively have them in a position for immediate cut off from egress points throughout the world. And we're poised to deal with China and Iran if need be, too.
