What is the significance of 2 numbers matching?
It's both a Q proof and indication that something is about to happen or that something has happened.
The time (in Eastern time always as that is where D.C. is) is 9:46. If you look back to Q drop 946 you will see all the booms. Notice also in the tweet that there are 3 exclamation marks. Why 3? Well, this matches up with the 3 in the Q drop.
Details matter, like what produced the number 946 of the Q "drop"?
No, the 946 is simply that it was the 946th Q drop. However that number can be used to refer back to the Q drop. By tweeting at 9:46, the President might be saying to look back at the 946th Q drop so that I can send you a message by the Q back channel. Might be something, might be nothing. Might just be that he tweeted at 9:46 in the morning. But when he included 3 exclamation marks that match up with the 3 exclamation marks in his tweet, he is very likely telling you boom, boom, boom that something is going on, has happened, or is about to happen.

Why is all of this important? Plausible Deniability. It's more of a "wink wink" way to communication, but can be dismissed as being a weird coincidence.
Have you counted how many of his thousands of tweets have 3 question marks?
Also, you made a leap to "wink, wink" with no evidence. I could "watch for 10:15 and the crown!!" and any person could later relate the word crown to anything, gold, Hastings, George III. Anyone can see animals in clouds or popcorn ceilings even though no one in all likelihood created the animal looking pattern intentionally.
What does Q proof mean? I see numbers match all the time, but don't draw connections simply because the same number appeared.

Also I'm curious about these Q drops. They are basically a person inserting a message into a backend database I assume, via a web app? I would like to know why people assume they are significant without knowing underlying tech. Like is it a node.js server, IIS, Apache,...? Saved into a standard RDBMS like Oracle, MS Sql Server, MySQL, or maybe MongoDB...some other?
No, these were originally posted on 4chan, then 8chan, and now 8kun. There are websites which aggregated and archive the Q drops though making it easy to reach and search for them. Watch the videos.
Again, what makes these anymore believable than any anonymous user posting things here like you? I could be an old norweigian woman in Ghana. I can answer questions on fission, engineering, programming, and other topics though to help establish my basic claims, I would expect the same
