I really dont know I had an epiphany on this earlier while reading about Mnuchin and Pompeo discussing the 25th amendment option. They said they are unsure if acting secretaries are legally allowed to cast votes in favor of 25th amendment. I'm no constitutional lawyer but that's what popped into my head. Dont know. Could be completely wrong.
