He's laying out the groundwork incase certain members occupying certain positions in certain branches of government are unexpectedly removed from their positions, ie in the event of death or what have you.
A order of succession, so those roles have people in them able to perform the job.
Here's what Wikipedia says about the United States International Development Finance Corporation:
"The U.S. International Development Finance Corporation is an independent agency of the United States federal government that provides financing through private development projects. Its creation was mandated by the bipartisan Better Utilization of Investments Leading to Development Act of 2018, which was signed into law by President Donald Trump on October 5, 2018. DFC consolidates the Development Credit Authority of the United States Agency for International Development with the Overseas Private Investment Corporation. It also equips the agency with a $60 billion investment cap and places an increased focus on U.S. foreign policy priorities. As with other development finance institutions, DFC invests in emerging markets. These investments are made alongside private investors, focusing on commercial viability and developmental impact."
This maybe looks like a way for the US to exert its will (somehow) in foreign countries by funding business they think will align with the US's goals? It smells of corruption, but I don't think Trump would start a corrupt government agency.
It says he was consolidating two other agencies, Development Credit Authority of the United States Agency for International Development with the Overseas Private Investment Corporation.
With what we now know about Swamp rats getting kickbacks from foreign countries after giving them billions of dollars in "aid" I wonder if this was one of the ways he started shutting down their taxpayer funded piggy bank schemes?
Interesting. This means that within the department, if someone dies or is unable to perform their duty, POTUS has set up a direct order for who is to step into power afterwards. Interestingly enough, it also stipulates that the individual that moves in after a vacancy CANNOT assume CEO powers. Get ready for some heads to roll.
Setting the line of succession because we’re anticipating the heads of these agencies to be axed/arrested?
boy do i hope so.
This is brand new. Very interesting find, well done.
Someone smarter than me explain please? I dont understand the significance of this.

I think this is spot on. More orders for other agencies have also been signed today.
Being arrested would presumably one way a position has to be filled per order of succession
Yeah I do not understand I'm researching now

Just a reminder folks, back up EVERYTHING, save it somewhere just in case it gets wiped
