Are you watching on a phone\low resolution screen? I'm on a large curved monitor. Lights look on to me, just a really dark night.

Yes phone.. I thought it might be that but I’ve been to Rome. Shouldn’t there be more lights than that? Looks like blackout with a very few buildings with generators.
