How could they get out of CONUS? Good guys control the skies. It's like herding cattle. There's a reason why even as big as an "open range" may be, there's still a fence around it. They can run and run, but they are herded to where the cowboys want them. Our skies are that open range, though I don't think they'd even make it off the runway.
