Nobody engages in conspiracies more than people in government. For most of them, it's all they really do.
Conspiracy Theory: A theory about a conspiracy, for which there is evidence. But since most people do not have subpoena power to force discovery of that evidence, it usually remains a theory about the conspiracy.
A conspiracy theory might very well be a conspiracy fact. Evidence would ultimately need to be presented in court to prove it. However, using words like "baseless" or "debunked" is a cowardly way to attempt to ignore the evidence, rather than to determine if the theory is correct or incorrect.
It is no more complicated than that. But propagandists use misdirection, disinformation, lies, and psychological manipulation techniques to try and get people to not use their critical thinking ability. Such people are a threat to liberty.
