From the Parler post, it sounds like they were ready in some regards and had some infrastructure ready to go. I assume they have something like OpenShift set up or they might use rackspace. It is pretty simply to set up a cloud structure in your house or home lab, not that much more difficult to scale it up if you have the funds as Parler does I am certain. Hopefully they can pull their data off AWS, probably DBs I would guess. The big thing is, are using route53 for the DNS, and AWS doesn't lock them out of the account and won't let them unlock the domains.
