I feel like even a basic level of security would result in that laptop being encrypted and password protected, even if left on, and the value of a stolen laptop is over hyped
Usually the administrator would set an auto lock policy after a few minutes, it would be extremely weird for it to be unlocked, esp government level devices
they prob have to login with a smart card or fingerprint and it auto locks fast or even by RFID if they move away.. who knows
I guess NSA prob got back doors to the encryption anyhow
