Usually the administrator would set an auto lock policy after a few minutes, it would be extremely weird for it to be unlocked, esp government level devices they prob have to login with a smart card or fingerprint and it auto locks fast or even by RFID if they move away.. who knows I guess NSA prob got back doors to the encryption anyhow
