Few things in life are certain.
Don't take anything at face value. It could be that by warning of their moves, we force them to change plans. If we tell the world they are planning a blackout, it might make them say, "Oh shit. They know. That's off the table."
As our voice grows louder and we get the message out, it disrupts their plans.
The more we point out what moves they "could" make, the more we corner them into submission.
EDIT: You're all right about it seeming to be backwards, but it is not. It does get said both ways, but point is that it makes you think. Are aggressive offense moves good if they leave you exposed with a weak defense?

in the game of chess, one has best probability of winning by obtaining and pressing the initiative - forcing the opponent to play defensively
by pressing the offensive initiative, the opponent has less ability to mount offensive moves

Actually, the best defense is a strong offense. You can never actually win anything on defense.
Well, if your defense is impenetrable then your opponent will eventually wear down and make mistakes, at which point they can be defeated by a weak offense.
