Insurrection Act is great, but Military Commissions Act gives power to hold military tribunals.

Without it, criminals would simply be turned over to the already-corrupt courts. The military has to arrest AND prosecute.

I wouldn't be surprised if all of that stink about the IA from Sidney, Flynn, etc. was misdirection.
