Before invoking the powers under the Act, 10 U.S.C. § 254 requires the President to first publish a proclamation ordering the insurgents to disperse.

According to other posters. The President is the head of the military, congress simply can’t take away authority regardless what they try and sneak into a bill.
You also need to ask why someone tried to cripple the insurrection act in the COVID bill if the other side thought it was just a larp.
