I also made sure to leave them on because I didn't want to accidentally miss the President's message.

Interesting point you made about it possibly being a nefarious setting.

I'd have thought that a PRESIDENTIAL ALERT or whatever would have a higher precedent over your "permissions" given in the phone and would play regardless of your sound settings, et cetera.
