What is the technical requirement for this? Is there a communication that is required to be on record? An email or phone call? Is there a signature somewhere? Can there be a regular stint of time such as 5 days where a pro tempore can be assigned and it is announced daily without direct interaction from the official Speaker? I think uncovering this technicality may be a bit revealing.
I'm looking it up, but no specific procedure has yet revealed itself.
I’ll also have to search this out more. But i think they have kept congress in session (no recess) as a strategy. And I recall reading that they have been in session for a long time.
If congress is out of session, that gives the executive branch some abilities.
