shes just a dumb alcoholic who inherited a politcal/criminal empire from her father. her handlers push her around and tell her what to do and then they trick her into thinking it was her decision. i doubt there are any intelligent people in congress at all amongst the elected officials there, nobody in congress is ever able to act on anything effectively. i think congress is just a gaggle of flailing NPCs retards, all of whom are the owned private property of people who are too legitimately influential to be bothered wasting their time being a sheeny political salesman in a suit who worries more about if their hair looks OK than about the bottom line.
