Dunno if that's normal procedure for this kind of documents but.... UNCLASSIFIED....may be a trap or bs

EDIT: signature over signature? doesn't look legit, also, try to open it up on photoshop or editing tool, play with tonalities and zoom on the signatures, seems a nice copy and paste, look specially the 4th one, in the B, top section, there's a blu point/shade in the middle that has no sense, plus the shade of the signatures themselves, could have been made easily
