Jacob Blake was shot because he had fought off the police while they were trying to arrest him, ignored multiple orders to stop, and was going for a knife in his car. He had also already physically assaulted someone else before the police got there, which was why they had been called out. He was known to be aggressive.

I watched the videos of Ashli. In one, it sounded like someone might've been trying to warn her, but it's difficult to make out and unlikely that she was able to hear them over the commotion of so many people. Regardless, the man who shot her gave no warning, and even if he had she was given no time to react.
