President Trump has known about the election fraud and voter fraud for at least the last year. He has constantly tweeted what the corrupt pedocrats were up to. Given that President Trump knew what they were up to, how likely do you think it is that he didn't have a plan to stop them?

Also, I would strongly recommend that you read The Art Of The Deal and other books by President Trump to help you understand the strategic mentality of President Trump.
