I'm unable to see the connection. I understand the reference to the Rubicon but beyond that I'm lost. Could someone please fill me in?

Let's say the plan proceeds and the bad guys decide to struggle. Power's out across the country. Infrastructure is clipped. Shit hits the fan. How do you ensure that chaos doesn't ensue? Volunteer guardians who help to keep things in order where it counts.
