He breathes heavy due to abuse and torture he suffered. Lin Wood referenced him and his court case. He is also is known as Ryan Dark White. Lin said his first name is Lucius which means Light and referenced the Q saying Dark to LIght.

St. Lucius was an early church father. Lucifer is a interesting name because it's a latin word translated out of Hebrew meaning the light bearer.
