Can Congress vote by proxy on the Impeachment, bypassing Pence? I get mixed results when I search, hoping someone here would know.

I dont know what you are talking about. Pence has nothing to do with impeachment unless there is a tied vote in congress, in which case he can cast the deciding vote.

Scroll down the page to the "Links Of Interest" section and look for the gavel icon. It links to a PDF of House Rules ( I think.)

Then you can search the pdf for "Proxy".

No offense for not just giving you the answer. Just thought I'd share the source locale. "Teach a man to fish" kinda thingy.
