I'm in WA. Late last night there was a wicked wind storm, my power went out around 12:30 AM. Strange thing was after the power went out, the wind completely died down and it stayed relatively calm the rest of the night.
Woke up this morning with the power back on. These strong wind storms are very common during the winter here, most power lines are on poles and all the trees lose limbs or get blown down taking out the lines.
Have friends in one of the affected states. They're saying that it's windier right now than they can remember it being in a long time. Apparently it's knocking down a bunch of power lines and taking down the Internet in a lot of places.
I'm guessing you're looking at Washington. It's not saying 3 million people are down there, that's how many endpoints they're able to track. Out of those 3 million people you currently have about half a million that are out. Washington has 7.6 million people, so wouldn't be too unusual at this point.
