What I was trying to get at though is that it appears like they plan their movements somewhere else and THEN go to the capital. That leads me to believe that either they don't want Congress to leave OR they plan for movements in the area INSIDE Congress. IF they do the first one, plan movements outside the Capital then they're there to keep congress in. They may be doing Military Tribunals inside the Capital. If they're planning from the Capital then they maybe acting on behalf of Congress.
Why would soldiers sleep on the floor of buildings at the capitol city? Why don't they have a place to sleep?
