Is this at all common, normal, standard, etc?

The JSOC memo was proven fake, right? This one here seems more legit; is there any historical precedent for this?

It seems.....unusual.....for them to send out something like this.....

Right but what I mean is; does this happen regularly? This just seems like a very odd letter for the military leadership to release to troops.
