Yeah, DC does not have much in the way of Guard, they have to come from other States.

Are you somehow imagining that NC Guard units are working for 'someone' in DC? Not being snarky, just trying to figure out what confuses you here.

The Guard in other States is federalized and working for POTUS, as always. POTUS can delegate his authority, sure, but he has not given it to the Mayor or Pelosi.
