NG totally depends on who activated them. If it was a Governor AND they stayed in the Governor's operational theater, they stay in charge. IDK if the POTUS can supersede and take command in that situation.

Yes, there is no way a Governor from, say, Wyoming, can tell NG in Washington DC what to do. That's ridiculous.
It's the same a General at Fort Lewis can't tell his troops who are deployed in Afghanistan what to do.
So the real questions is, once they've been Federalized for a federal mission, especially in a national emergency, if they go somewhere else do they revert command to the local theatre or stay under the POTUS?
