Several theories occur.

attack on dam in China, not nuclear but might be reported as such initially
rumours of dirty bombs planted by cabal in cities which have showed loyalty to trump in recent voting. If we don't find them all there may need to be an alert

I have a an inkling a lot of the delays in starting the info drops was to ensure we got all the bombs, so hearing info drops are starting to happen is very positive.

[scare] is neccessary to utilise ebs, not sure why though
