No cuck, that's not how it works, Cali Governor has no control over National Guard.
National Guard units are under the dual control of the state governments and the federal government. The Governor can activate National Guard personnel to "State Active Duty" in response to natural or man-made disasters or Homeland Defense missions. When National Guard units are not under federal control, the governor is the commander-in-chief of the units of his or her respective state or territory (such as Puerto Rico, Guam and the Virgin Islands).

The Governor does have control of the NG in their state but I think POTUS supersedes them.
Actually FEMA regional manager does. They in turn report to the FEMA director.
