I know post 4414 ... how does Hokanson == _instruct1?

I get that he reports to "sec of def". Are you implying SecDef Miller gave Gen. Hokanson a direct instruction, and SecState Pompeo was signaling this RLine has been crossed today? (because this is what I suspect, but am looking for solid evidence to confirm)
