That is how FEMA designs camps. There is one in Utah that was used after a hurricane when so many were displaced they were taken there.
People complained the camp had a watchtower with a guard and the gate was locked and they actually couldn't leave so they didn't feel like they were being helped they felt like they were in a prison camp. They didn't understand why they were treated like that and could not go outside the perimeter when they were Gulf hurricane victims.
Researchers felt the camp was used in this way as an opportunity foe a social experiment. Like the masks today.
