So if Trump doesn't have receipts and he enacted both of these, what are the consequences for that? It's something I've been thinking about and just didn't know the answer to.

Also, if he is going to do this, wouldn't this be the exact way to do it, wait until the very last moment do it right before he leaves office and then let the military take over and decide.... is this what is happening?
