Those are from HMX-1 out of Quantico, which is about 30 miles from DC. Yes, they are active duty Marines, but that squadron is tasked with transporting high level personnel. Including “Marine 1” which is the white top helo that flies the POTUS around. Regular MV22 Osprey aircraft from the combat units are gray with different markings.
