Ladies and gentlemen, it's happening, the MSM are starting to question why the overkill of troops in D.C. The number is going up to 30,000 now, and the whole city is on lockdown with Military checkpoints at each roadblock that requires an ID to leave the city. Why has there been a emergency (FEMA) declared in D.C.?

Who is in charge of the National Guard during a delcared emergency?
