I would say we aren't supposed to be able to decode it. If it's a message it's for the military operatives that are watching his twitter. Likely multiple things you have to do to read it and they would be the only ones who knew it.
Been messing With ASCII as well. Umm some things to keep in mind: make a hash with the letters as keys and numbers as values. Q is 81 I think and q is 113. Q is the 17th letter so add/ multiply those numbers together. Found some interesting drops that way.
Without knowing where to put the spaces you could come up with multiple things, but I'm not coming up up with anything that makes sense.

There are 5 different symbols in the code. One of them is spaces.
