Literally anyone can as long as the oath taker has the right to hold that office, as OP pointed out has happened in the past. Though in both cases, the oaths were given by judges (VT Justice of the Peace for Coolidge and US District Court judge for LBJ)

True. But both after sudden deaths of the current president.
