Not sure if its the same in the states. But uk armed forces train for crowd/riot control before being deployed to certain areas. I got to do it before being deployed to the Balkans.
It was actually a lot of fun. Usually lasted for 2 weeks. 1 week being the agitators 1 week being the controlling force. Typically against another regiment that was going in to theatre.
Could be that the Marines are just in a pre deployment training phase.
