It means federal agent trying to blend in. The term comes from the famous mad rantings of Terry A. Davis (God rest his soul). Check out the Down the Rabbit Hole episode about him on youtube, it's fantastic.

Terry Davis was a legend. A fucking absolute lunatic but a legend all the same. He created a computer operating system that he said could communicate with God. He had the power to stop government agents posting online, he said there posts glow in the dark.

I heard him say this once and I thought it was funny but it always stuck with me for some reason, probably because of how much truth was in the quote. Its not the exact quote because I'm going of memory but this is the just of it.

"Everday they wake up and say how can I piss God off today. Let's make nuns give abortions in Catholic hospitals, Let's make preists marry faggots in church. Lets take cup cakes away from kids school meals"
