ADS-B indicates ground speed.
Cruise speed: 320 mph (510 km/h, 280 kn)
Never exceed speed: 364 mph (586 km/h, 316 kn)
Cruising at 380 knots when never exceed speed is 364.
Hope that link works, the TEX2's which are T 6As showed speeds higher than a max T 6A speed of 316 knots. Saw some up at 380 knots. I think they could be fighters squawking as trainers.
Tailwind do add to overall speed, but the problems are

So a small single turboprop plane can go faster then a jet....Learjets are in the Military and that one is showing up with Mil tracking on.
