Tailwind do add to overall speed, but the problems are

Engines not powerful enough (not a deal breaker since tailwind can assist)
Payload has to be at an absolute minimum to achieve top speeds. (Kind of a deal breaker since weight taxes engines more to stay at altitude.
The plane aerostructure is not built to withstand resistance forces that exceed speeds beyond a certain point (big deal breaker)
