Because it passed through French to English, it got a French suffix tacked onto it along the way; "-ment" does not mean "mind", in that sense, but "means or instrument".
IOW, government literally means "instrument of guidance or rule." It has nothing to do with mind control, so you can cancel having your dental fillings removed.
