Assange yes, Snowden no. Snowden was working for the CIA and transferred to NSA to gather info on the NSA and became a whistle blower. He was trying to hurt the NSA because the NSA was gathering dirt on the CIA. Remember Rodgers was working for the NSA at the time, so Rodgers was gathering dirt on the CIA. They were hoping Snowden's release would gather enough public outrage to close down the NSA. The NSA is the agency that has been collecting dirt on the deep state, Snowden tried to shut it down.

I think that photo was from when he returned from the hospital after he "had" covid. Saluting the marines in the helicopter as it took off after dropping him off at WH.
He was probably showing his gratitude, that's how I read it at the time. I doubt Trump cares much about the specific formalities of things like this, so he can salute however he feels appropriate.
