NYC was the capitol for a while, then Philadelphia, while a city (DC) was built... Washington never lived in the White House. John Adams was the first president to live in the White House (if I recall).
I think DC also didn't have it's own government at all at the time -- it was a district to be governed "exclusively by Congress" (so as to avoid some of the problems that arose since DC got a government)
