I can’t see that myself mate, I say that because by your legal logic those looking to carry out any prosecution will not be on US soil and all that ‘minefield’ brings ... such as basis of law to be applied, suitable lawyers with accreditation and or are allowed to practice law in that country , extradition, rules of evidence..
And if it were military court or tribunal etc, that military would have no jurisdiction without ‘invading’ DC and therefore be an occupying force and subject to those rules, which would not allow for US citizens to be militarily tried ... at the very least it would be the most complex way of trying any individual and would draw in international actions under the UN governing charter...which we are signed up to! (Unfortunately!!) .imho anyway...
