My first thought was that they've figured out they are going to be arrested so they started burning all their paperwork trying to destroy evidence... and maybe they were so stupid they let it get out of control... but nope just a homeless camp on fire. Nothing to see here. Ignore the masses of people living in poverty. We elitist have our ice-cream and $20k fridges to keep it at the perfect temp so everything is just fine. Carry on.
