Can someone break down the reality of this? Is this a Biden thing being done to move the inauguration elsewhere? Or is this Trump moving the government to a secret location from which he can dispense righteous justice?!?!

It seems to me even though he is "President-Elect" at this point, he is essentially a private citizen as has about as much authority as me. Is that correct?
